Food Stamp Programs


The Food Stamp Program
was established by federal law in 1964 and the Food Stamp Act of 1977, as amended, is the legal base under which States administer the Supplemental Nutrition Assistance Program (SNAP). The Act is implemented by the Code of Federal Regulations and is overseen by the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS).   On June 18, 2008, Congress enacted the Food Conservation and Energy Act of 2008 (FCEA).  This provision renamed the Food Stamp Program the "Supplemental Nutrition Assistance Program" or "SNAP" and renamed the Food Stamp Act of 1977 the "Food and Nutrition Act of 2008".

The United States Department of Agriculture’s Food & Nutrition Service (FNS) provides a pre-screening tool to help you find out if you or others might be eligible to receive SNAP benefits. The tool is not an application for SNAP. But the tool can help you make an informed decision as to whether you or others should apply at your local SNAP office. It can also estimate how much you might get. Only your local SNAP office can tell you for sure.

2008 Farm Bill

The 2008 Farm Bill and SNAP Benefits

By August 2008, participation had reached an all-time (non-disaster) high of 29 million people per month. The participation increases occurred at a time when eligibility for food stamp benefits expanded as a result of the 2002 Farm Bill. Moreover, there was a consistent focus on outreach and improved access to FSP benefits. Some of the most recent increase in participation may be caused by the current economic slowdown and the recent rise in unemployment rates. During this time, payment accuracy continued to improve and the program set a new payment error rate record for fiscal year 2007 of 5.64.
